- Dean & Professor : Dr. Muhammad Anwar,
Ph.D.
Dr. Muhammad Anwar is Dean of CHPS. He completed his Ph.D from the University of Toronto, Canada in 1978. He has vast experience in teaching and research in Pakistan and abroad. He entered his profession in 1963 as a Lecturer in the Department of Rural Sociology at University of Agriculture, Faisalabad and was promoted to Associate Professor in 1979 – 1984. He joined the Department of Sociology, University of the Punjab, Lahore, in 1984 and left the Dept. as its Professor/Chairman in 1997. He was the Director, Social Science Research Centre from 1997 – 2000. Currently, amongst others, he is the visiting Professor at Department of Sociology, Institute of Business and Information Technology, and Institute of Administrative Sciences, University of the Punjab.
In Canada, he has enjoyed seasonal appointments from 1975-1978 at the following: Department of Sociology, Queen’s University, Kingston, Ontario; Department of Sociology, Laurention University, Sudbury, Ontario; Department of Sociology, University of Saskatchewan, Saskatoon, Canada. In his professional career, he produced a voluminous number of research reports, research papers, papers for conferences, books etc; - Professor: Dr. Hans Frey,
Ph.D
Dr. Hans Frey, has a Ph.D. in Political Science from the Southasia Institute of the University of Heidelberg, Germany. He has worked in Pakistan since 1975, including the Quaid-i-Azam University, Islamabad, from 1975 – 1979; represented the German Friedrich-Nauman-Foundation from 1986 – 89; acted as a Consultant in rural development- & local government programs, and for the Northern Area Health Project, 1998-2000; since 1989 with his late wife, Dr.Nasima Rahman, has helped to build up the Baltistan Health & Education Foundation, of which he is now the Project Manager. BHEF has a hospital at Skardu, satellite clinics and conducts medical field programs and it is aimed at providing quality health carefor women of the northern areas. Over the years, Dr. Hans Frey has developed considerable knowledge of healthcare policy in Pakistan. -
Professor: Mr. Muhammad Ashraf Chatha
MA Sociology, University of The Punjab, Lahore, Pakistan.
Mr. Muhammad Ashraf Chatha has a vast professional training exposure in the western and eastern world’s instructional environments. He has been on the visiting faculty of the University of the Punjab, where he taught Research Methodology to the post graduate students at the Institute of Administrative Sciences.
As a National Consultant with UNDP, he conducted a series of country wide assessment workshops of the stakeholders on the electoral processes and coordinated a nation wide interactive and consultative process, at the provincial and federal level, to create a Network for Electoral Participation (NEP) and designed its concept and strategic plan. His work also included assessments of more than 60 project proposals and end project evaluation of the 22 UNDP/ECP NGO funded projects.
He has been the Chief Executive Officer of Family Planning Association of Pakistan, the largest NGO of the country operating in international donor environment. He carries a wide experience in: social planning, policy development, change management, monitoring and reporting and, appraisal of social sector programmes covering women empowerment, Girl Child, poverty alleviation, gender based violence, women access to safe water and sanitation, and youth sensitization.
Research and evaluation and institution building form some of the key strengths of Mr. Chatha. He has special skills in institution building, work programming and strategic planning.
His diversified background experience has enhanced his capacity as a researcher and his involvement in capacity building initiatives strengthened his teaching skills for sustainable learning. Strategic Planning Organizational development, community mobilization and right based RH and Quality of Care interventions are his area of interest. His extensive experience of working in the donor environment provided him with an edge in change management and equipped him with rare skills of designing and measurability of projects, integrated management & electronic management system (eims).
His research work covers thematic evaluation, mapping assessment, impact studies, time and motion studies, functional task analysis, quality of care, health seeking behavior and cost effectiveness of change management programmes. -
Ass. Prof. Dr. Naima Hassan:
PhD
Dr. Naima Hassan holds PhD degree psychology. She is a consultant and psychologist in many institutions at home and abroad. She was on the faculty of applied Psychology Department, Centre of Clinical Psychology, Institute of Bankers Pakistan. She has also served on the Prime Minister’s Disaster Management Committee for earthquake beneficiaries and with two international organizations where she worked and provided psychosocial support in District Bagh, Muzaffarabad, Neelum and NWFP projects. She is currently working in CHPS as Advisor. She has conducted/organized over a hundred workshops on subjects of behavioural sciences including stress, time management, communication skills, personality building, health & hygiene, psychosocial support and in other specialized areas and has been a trainer for a long time. She did training on qualitative research, family violence and child sexual abuse at the Family Violence Institute of San Diego. She has written numerous papers and edited two books -
Ass. Professor: Dr. Noreen Zaffar: M.B.B.S. (Gold Medallist), FRCOG (London), Certified Specialist in Obstetrics & Gynaecology, UK.
Dr. Noreen Zaffar is an outstanding reproductive health specialist and consultant in Obstetrics & Gynaecology in Pakistan. She currently manages the Women’s Care Clinic at the Doctors Hospital & Medical Centre, Lahore Pakistan. Within CHPS, she is associated with health education related to women’s reproductive health issues. -
Ass. Professor : Dr. Saman Yazdani Khan,
M.B.B.S, Master in Public Health (MPH), M.Sc.Community Health.
Dr. Saman Yazdani Khan founded and established the Centre for Health and Population Studies, (CHPS), Pakistan in 1999. She has been the Director of the same since then (with breaks). CHPS is the first of its kind in the private sector in Pakistan. She has been involved in research, teaching and curriculum development for different topics related to Public Health. Also she has looked after the administrative aspects of CHPS, including linking with other organizations, at the international, national and regional levels, and looking at the financial and operative level issues of the institute.
Dr. Khan’s has extensive international experience which has been very useful for the work and development of CHPS, particularly given the conditions and situation of certain section of women in Pakistan, despite the advances of the last 50 years. Dr. Khan has been deeply involved with the WHO programs to improve the health condition of women, particularly in relation to reproductive rights. For instance, she was the Environmental Health Training Officer and Reproductive Health Focal Person, World Health Organization (WHO) Emergency Cell,Islamabad, Pakistan 2005-2006. At WHO, she assisted in developing, monitoring and evaluating maternal and neonatal country activities, within the framework of the National Strategy for Reproductive Health. This was carried out in coordination with concerned UN and International agencies, non-governmental organizations, and other stakeholders. Dr. Khan has also experience in liaising with other UN agencies, including UNICEF. During 1998, she was the UNICEF Program Officer for Health and Nutrition. In addition to WHO and UNICEF, she has worked with several international organizations such as KfW Bank, the David and Lucille Packard foundation and Oxfam.
Dr. Khan has organized and participated in a large number of international conferences and workshops on matters related to reproductive rights, women’s health and population issues. Her engagement has included speaking, preparing and participating in workshops on sensitive issues like gender equality, child marriages, abortion and HIV/AIDS inPakistan. She has also promoted the Millennium Development Goals and other matters related to sustainable development. Dr. Khan has been outspoken in her views, including in radio programs and in newspapers. Her research has covered a variety of topics related to these matters, some of which has been presented internationally. Among these, it can be highlighted “Gender vulnerabilities in contracting HIV/AIDS in Pakistan” presented at the 3rd Asia Pacific Conference on Reproductive and Sexual Health, November 2005, Kuala Lumpur, Malaysia. She has also developed the Training manual on Social Development for Public Sector Decision Makers, for UNICEF, Lahore.Currently she is working with Shirkat Gah, a research and advocacy organization focused on Women. This and her current teaching activities at CHPS are related to her training and background. Dr. Khan is M.B.B.S., from Fatima Jinnah Medical College, Punjab University, Lahore, Pakistan, and Master in Public Health from Karachi University, Pakistan. Moreover, she has a M.Sc. in Community Health from Trinity College Dublin, Ireland. In addition, she has had numerous teaching experiences. For instance, during the late 1990’s she was the Program organizer and Assistant Professor at the MPH Program of the Pakistan American Institute of Management Sciences, Lahore. Amongst her different honours and awards, Dr. Khan has also recently been associated with the Stockholm Challenge as an international jurist. Her engagement with the Challenge Award is highlighted by her background and her interest in health issues, women and reproductive rights, as well a balanced global development viewpoint.

- Dr. Mrs. Tasleem Akhtar: M.B.B.S., DCH, MRCP, FRCP.
Dr. Tasleem Akhtar has over 25 years experience as a senior health manager and in this capacity as an advisor to the government of Pakistan on wide ranging issues of the health sector. Dr. Akhtar’s vision and ability to operationalize ideas through motivating team members proved crucial in her leadership roles that grew the Pakistan Medical Research Council and the National Institute for the Handicapped in Islamabad and the Provincial Health Services Academy in Peshawar, into nationally recognized entities. During her tenure as head of PMRC the first ever National Health Survey of Pakistan (NHSP) was completed, reported and widely disseminated to a whole range of stakeholders. She was able to mobiles funding for a National Health Education impact survey, a NHSP follow up survey and the Institutionalisation of Health Systems Research through establishment of HSR Centres in Health Directorates of the four provinces and AJ&K. She was successful in acquiring major funding from the Ministry of Science and Technology for the establishment of a Health Information Resource Centre at PMRC Head Office Islamabad. Her special achievement was the establishment of the first National Bioethics Committee of Pakistan. Under her leadership, PMRC developed linkages with leading Health, Science and Technology and Higher Education Institutions within country and health research institutions internationally. The latter include Johns Hopkins University and the National Centre for Health Statistics USA, WHO RPC Department, Geneva, WHO RPC Unit, EMRO Office, Cairo, Council on Health Research for Development (COHRED), Global Forum for Health Research and the Alliance for Health Policy and Systems Research.After accepting additional charge of the then dysfunctional National Institute for the Handicapped, Dr. Akhtar was successful in doubling the annual budget of the Institute, operationalising its non-functioning hi-tech CT-Scan and MRI equipment, developing and acceptable to all income sharing formula (which was the cause of contention and the dysfunctional state of the institute) and above all motivate faculty and staff to organize and implement Continuing Medical Education and fund raising activities. Her excellent record with the government and proven technical ability were recognized by the NWFP government in their request to the federal government for her to serve as the Director for the Provincial Health Service Academy (PHSA) in Peshawar on deputation for three years. As a result of her dedication and successful implementation of the Academy training program, DFID offered to divert unutilized funds to establish a Health Information Centre at the Academy. Dr. Akhtar has demonstrated ability to advise, train, and supervise in the area of public health.
Dr. Faran Emmanuel: M.B.B.S., M.Sc. Epidemiology (with Distinction), AKU, Pakistan.
Dr. Faran Emmanuel is the Chief Technical Officer of the HIV/AIDS Surveillance Project (HASP) which is a component of the Enhanced HIV/AIDS Control Program of the Ministry of Health (MoH), Government of Pakistan (GoP) and supported by the Canadian International Development Agency (CIDA). The purpose of HASP is to enhance the capacity of the GoP to implement an effective Second Generation Surveillance (SGS) System for HIV/AIDS. Being the Chief Technical Officer, his prime responsibilities include: 1) Developing research protocols for conducting mapping studies & Integrated Biological and Behavioral Surveillance with vulnerable groups (Injection drug users, Female sex workers, Men having sex with males & Transvestites: 2) Supervision and monitoring of all research based field activities at a National level: 3) Assisting the program management in identification and contracting of research partners (including laboratories and Research Institutions/NGOs) for implementation of IBBS: 4) Training of Research partners and project staff on fundamentals of conducting Epidemiological & Behavioral research: 5) Development of a Data Management System for both Biological and Behavioral data: and 6) Data analysis and report writing. He has also worked as the Project Supervisor – Impact Assessment & Evaluation, TAWANA,
Pakistan till March 2004 where he studied the impact and benefits of the project. He has taught Epidemiology and Biostatistics at the AKU in 2003 and before that worked at CARITAS, Pakistan, at Lahore coordinating the Diocesan Health Department. He has also worked at the supervisory level for the DAPDR Program till July 1995. His research experience includes national and international work. At the international level, he has the following work to his name 1) Mapping of High risk groups for HIV/AIDS in Afghanistan 2006: 2) Strategy paper on HIV/AIDS prevention and control for South Asia 2005. At the National level, his work includes the following 1) Baseline survey of MSMs, FSWs and PLWHA in the Punjab, 2) Mapping of MARA and EVA in 07 cities of Pakistan for UNICEF in 2007; 3) Mapping of High risk groups for HIV/AIDS in 12 cities in Baluchistan in 2007; 4) Acceptability of Female condom use among brothel based FSWs (Female Sex Workers) in Lahore, Pakistan in 2006; 5) Prevalence of condom use and associated factors among commercial sex workers in Karachi, Pakistan in 2006; 6) HIV risk behavior and practices among street children in Pakistan in 2004; 7) Solvent abuse among street children in Pakistan in 2003.
He has attended various conference and presented papers there. Dr. Khurram Shahzad: M.B.B.S., Masters in Epidemiology and Biostatistics, AKU, Pakistan
Dr. Khurram Shahzad is program officer in Family Health International (FHI). His two and a half years work in FHI includes project management and evaluation activities. The duties also include capacity building activities at national level related to HIV and AIDS prevention, care and support. Before joining FHI, he has served in UNICEF Islamabad office in polio eradication program as research coordinator. He was involved with evaluation survey for communication campaigns. The reports he prepared helped refine communication programming at national level. Dr. Shahzad has participated in various international conferences and workshops related to HIV and AIDS. During his master’s training in Aga Khan University (2002-04), he did groundbreaking research on asthma in leather tannery workers which has been published in an international journal. He has also facilitated courses on Biostatistics and Epidemiology for the undergraduate students at the Aga Khan University. Dr. Shahzad did his MBBS from Rawalpindi Medical College in 2001.

Mr. Shahzad Arian has over five year of experience in Information technology and IT management. He is a diligent IT professional who manages multiple tasks and works well under pressure. Vast experience in installing, troubleshooting and repairing hardware, software and peripherals, plus training of end users. Able to apply consultative approach to resolving issues. Extremely patient at providing clear and simple explanations and works closely with people to develop solutions to their computer problems. Hands on management style with expertise in: client needs, efficiency, cutting-edge technology, training, and following policies and procedures. Constantly updates knowledge on new IT related technologies by reading articles on the Internet and newspapers and by reading books.
